Requirements for the issuing of passports

First time passport application

For adults and minors:

  • Original and legalized birth certificate.
  • National identification card and voter registration card – original and one copy.
  • National identification card and voter registration card of parent of minor child applying for passport; original and one copy (In the case of minors).
  • 3 photos, 2 x 2, taken with a white background. Photos must show the full face; ears must be visible and shoulders must be covered. Teeth, undergarments and glasses must not be visible in the photo.
  • Receipt and one copy of receipt showing payment made in the Banco de Reservas must be presented.
  • Documents for minors must be presented and picked up by one of the child’s parents, legal guardian or legal representative of the minor who must be accompanied by the child.
  • When picking up the document, one must present their original ID and the applicant’s copy of the application.
  • Starting from the age of ten (10) years old, finger prints are taken and minors must sign for his/her own Passport.

Normal service: RD$ 1,238.00. (Delivery in six business days).
VIP Service: RD$ 2,238.00. (Same day service if documents are handed in before 12:00 noon).

Passport renewal application

For adults and minors:

  • Starting from the age of ten (10) years old, finger prints are taken and minors must sign for his/her own Passport.
  • When picking up the passport, one must present their original ID, expired or old passport and the applicant’s copy of the application.

Passport application when current document is full

For adults and minors:

This category is for obtaining a new Passport when the current one no longer has sufficient pages available for official stamps and visas to be placed.

  • Original and legalized birth certificate.
  • National identification card and voter registration card – original and one copy.
  • National identification card and one copy of parent providing the documentation (In the case of minors).
  • 3 photos 2 x 2, taken with a white background. Photos must show the full face; ears must be visible and shoulders must be covered. Teeth, undergarments and glasses must not be visible in the photo.
  • Receipt and one copy of receipt showing payment made in the Banco de Reservas must be presented.
  • To apply for and pick up new Passport, the old Passport must be surrendered.
  • A photocopy of the Passport page where photo appears must be provided.
  • Copy of visa or visas (if valid and not expired).
  • Documents for minors must be presented and picked up by one of the child’s parents, legal guardian or legal representative of the minor who must be accompanied by the child.
  • Starting from the age of ten (10) years old, finger prints are taken and minors must sign for his/her own Passport.
  • When picking up the passport, one must present their original ID and the applicant’s copy of the application.

Lost Passport application

For adults and minors:

  • Original and legalized birth certificate.
  • National identification card and voter registration card – original and one copy.

  • Certificate of Passport Loss issued by the National Police
  • Receipt and one copy of receipt showing payment made in the Banco de Reservas must be presented.
  • Documents for minors must be presented and picked up by one of the child’s parents, legal guardian or legal representative of the minor who must be accompanied by the child.
  • Starting from the age of ten (10) years old, finger prints are taken and minors must sign for his/her own Passport.
  • When picking up the passport, one must present their original ID and the applicant’s copy of the application.

First time Passport for Naturalized citizens

If you are a foreign born, nationalized Dominican, you must fulfill the following requirements to receive a Passport:

  • Certificate of Naturalization issued by the Ministry of Interior and the Police (in a stamped and sealed envelope)
  • National identification card and voter registration card – original and one copy.
  • National identification card and one copy of one of the parents providing the documentation (In the case of minors).
  • 3 photos 2 x 2, taken with a white background. Photos must show the full face; ears must be visible and shoulders must be covered. Teeth, undergarments and glasses must not be visible in the photo.
  • Receipt and one copy of receipt showing payment made in the Banco de Reservas must be presented.
  • Extract de Transcription of original birth certificate, legalized and issued within the past one year.
  • Copy of first page of Passport from country of origin, page where photo appears.
  • Copy of the page in the Official Gazette where the announcement of the naturalization appears or a Decree that declares the applicant to be Dominican.
  • Documents for minors must be presented and picked up by one of the child’s parents, legal guardian or legal representative of the minor who must be accompanied by the child.
  • To pick up the passport, one must present their original ID and the applicant’s copy of the application. In the case of picking up a passport for a minor, the child must be present. Applications can be made for minors aged ten (10) and up.
  • Starting from the age of ten (10) years old, finger prints are taken and minors must sign for his/her own Passport.

Passport renewal for naturalized citizens

For adults and minors:

  • Copy of Certificate of Naturalization, Decree or Gazette article.
  • National identification card and voter registration card – original and one copy.
  • National identification card and one copy corresponding to one of the parents providing the documentation (In the case of minors).
  • 3 photos 2 x 2, taken with a white background. Photos must show the full face; ears must be visible and shoulders must be covered. Teeth, undergarments and glasses must not be visible in the photo.
  • Receipt and one copy of receipt showing payment made in the Banco de Reservas must be presented.
  • Extract de Transcription of original birth certificate, legalized and issued within the past one year.
  • Starting from the age of ten (10) years old, finger prints are taken and minors must sign for his/her own Passport.
  • Documentation provided must include the expired passport and a copy of the first page of the passport where the photo appears.
  • Extract de Transcription of original birth certificate, legalized and issued within the past one year (in the case of minors).
  • To pick up the passport, one must present their original ID, the applicant’s copy of the application and the old passport.
  • Documents pertaining to minors must be handed in and picked up by one of the child’s parents, guardian or legal representative who must be accompanied by the child.

Driving License

Those interested in obtaining a drivers license must fulfill the following requisites:

  • Possess an Identification Card and updated National or absentee Voter Registration Card
  • Demonstrate moral quality proven by obtaining a Certificate of Good Conduct from the National Police or corresponding legal authorities.
  • Undergo an eye examination and blood type tests to be carried out in the General Office of Land Transit (DGTT in Spanish) headquarters in Santo Domingo and in the interior of the country.
  • Display theoretical and practical knowledge of driving and driving laws by taking a written driving test which is given at the DGTT offices.
  • Provide receipts from the Banco de Reservas to prove that you have paid the taxes and fees necessary to obtain a driver’s license.

Required Documents

To obtain a learner’s permit

  • Identification Card and a updated National or absentee Voter Registration Card
  • Receipts from the Banco de Reservas verifying payment of taxes and services.
  • Eye examination and blood type tests done at the central and regional DGTT headquarters.
  • Proof of passage of the written, theoretical test given by the DGTT.

To Obtain Your First Driver’s License

  • Identification Card and a updated National or absentee Voter Registration Card
  • Receipt of payment made to Banco de Reservas corresponding to the fee for a Driver’s License.
  • A Learner’s Permit issued at least 45 days prior with at least one year left before expiration.
  • Proof of attendance at the Drivers Education class given at the central and regional headquarters of the General Office of Land Transit.
  • Certification of proof of having taken the Practical Test given by the DGTT.

To Renew a Driver’s License

  • Identification Card and updated National or absentee Voter Registration Card
  • Receipt from the Banco de Reservas verifying payment of taxes and services.
  • Proof of eye exam administered at the central or local DGTT offices.
  • Expired driver’s license.

Change of driving category

  • Identification Card and updated National or absentee Voter Registration Card
  • Driver’s license from the previous category issued at least one year prior.
  • Receipts from the Banco de Reservas verifying payment of taxes and services.
  • Proof of eye exam administered at the central or local DGTT offices.

To change from an official to civilian permit

  • Certification from the Secretary of the Armed Forces or the National Police validating the license being sought by the applicant
  • Communication from the corresponding military organization confirming that the applicant is no longer a member.
  • A civilian identity card and voter registration card.
  • Certification of Good Conduct from the National Police or corresponding court system.
  • Proof of eye exam administered at the central or local DGTT offices.
  • Receipt from the Banco de Reservas verifying payment of taxes and services.

Change of Origin (from a foreign to a national driver’s license)

  • National ID card as a foreigner.
  • Certification from the Embassy or Consulate of the country of origin stating the validity of the applicant’s driving license, duly confirmed and legalized in the Dominican Foreign Ministry
  • Proof of eye exam administered at the central or local DGTT offices.
  • Receipt from the Banco de Reservas verifying payment of taxes and services.

Where can all of these procedures be carried out?

In Santo Domingo: Central Office of the Land Transit Office, the Churchill Multi-Center Module and the surrounding modules set up for this purpose.

In the interior of the country: Regional offices are located in Santiago, San Francisco de Macorís, Puerto Plata, La Romana and Azua.
(The regional Land Transit offices in the interior of the country operate in the same headquarters as the Ministry of Public Works except in the case of La Romana where it functions in the Provincial Government Office.)

Note: Driver’s Licenses are valid for four (4) years beginning from their date of issuance and the Magazine of Motor Vehicles is valid for one year from the time of its issuance.

Driver’s Licenses are classified in categories, according to the type of vehicle being used by the applicant:

  • Category I: Motor vehicles,
  • Category II: Light vehicles
  • Category III: Heavy vehicles
    • Mini-bus carrying up to 40 passengers and trucks with 2 axles
    • Busses carrying more than 60 passengers, semi trailers and trucks with more than 2 axles
  • Category V is for operators of heavy specialized equipment (cement mixers, land levelers, retro-excavation machines, etc.)

It is possible to pay AMET fines online!

For some time now, Dominican citizens have been able to check information on their outstanding traffic violations through the website: https://portal.servicios.pgr.gob.do/ConsultasCiudadano/. But few know that it is already possible to pay their fines on line as well.

If you have some pending traffic violations and do not have time to do it personally*, you can pay them online. The process is simple:

  1. Enter the portal of the Online Services Center of the Attorney General’s Office (PGR) https://portal.servicios.pgr.gob.do/
  2. Press the key corresponding to the service you need (in the case of traffic fines/violations: “Payment of Services”).
  3. Register by completing the short online form.
  4. Select “Payment of traffic violations” and the fines you wish to pay.
  5. Complete the information on the method of payment (credit card) and finish the process. If the transaction is accepted you will receive a Payment Confirmation that you may print. 24-48 hours later, all the traffic violations that were paid will be removed from the system.

* Payments in person may be made at the corresponding Transit Prosecutor’s Office or at Banco de Reservas.

Civil Registry– Personal Identity and Electoral Card

Steps to follow to obtain a personal identity card and electoral card.

First ID card
If you have never had an Identification and Electoral Card you simply have to go to the nearest Identification Cards Center with your original birth certificate printed on security paper. To get an ID for the first time there is no charge.

  • ID Card for a Minor
    Minors who have reached the age of 16 years are eligible to receive a Personal Identity Card, which does not qualify them to vote. They can apply for the card at the ID Card Center.
  • ID Card for Adults
    Citizens gain the right to vote at the age of 18 years or older.
    If you hold a prior ID card for minors, you simply to the nearest ID Center and change your minor’s card for an adult card. No documentation is necessary. 

Differences between the ID Card and the Identity and Voter Registration Card.

  • The Identity and Voter Registration Card is considered to be part of category 01 (normal) and is given to citizens who wish to exercise their right to vote.
  • The Identity Card is that which identifies the citizen by his/her special category, 12, 03,04, among other things and who are not allowed the right to vote. Included in these categories are minors, members of the military, police and foreigners.

Change of data

These are modifications we need to make changes in the identity card in the event of changes from the birth certificate. They require the presentation of the original birth certificate printed on security paper. If one is seeking an identity card, they should proceed to the nearest Identity Card Center.

  • First and Last name changes.
    Take your original Birth Certificate printed on security paper to any Identity Card Center to get you ID card.
  • Date of Birth.
    Take your original Birth Certificate printed on security paper to any Identity Card Center to get you ID card.
  • Change of Civil Status:
    • From single to married:
      Once you have been married and your ID card lists you as Single, you must go to the nearest Identity Card Center with your Marriage Certificate printed on security paper.
    • From Married to Single:
      In the case of divorce or the death of one the marriage partners, you should go to the closest Identity Card Center with your original Divorce Certificate on security paper and in the case of a death, the original Death Certificate on security paper.
    • From Civilian to Military:
      The change occurs when a citizen becomes a member of a Military or Police Institution. The individual must go to the Identity Card Center for Military Officials which is located in the Junta del Distrito La Feria and take his/her original birth certificate on security paper, and for an identity card, a copy of the ID from the Institution to which he/she belongs. In addition, the applicant should be dressed in the uniform of the institution they represent.
    • From Military to Civilian:
      When a citizen leaves the Military or Police Institution, he/she must go to the nearest Identity Card Center with an original birth certificate on security paper as well as a Certification of Discharge Papers from the pertinent institution.
  • Change of Address:
    For this change one only has to inform the officer on duty at the Identity Card Center of the new address and hand in the old identity card with the old address.
  • Occupation:
    This requires a copy of the Title of the grade earned at university or technical level.
  • Blood Type:
    Copy of the Blood Type Card made in Clinic Lab where the blood type was determined.
