Expert Offers Keynote Speech on Measuring Natural Gas

Invited by DIGENOR and the Dominican-Brazilian Chamber of Commerce, Avelino Marques has more than 25 years of experience ensuring the quality of this biofuel.

The president of the Dominican-Brazilian Chamber of Commerce delivered the opening remarks at the conference.

The General Directorate of Norms and Quality Systems (DIGENOR for its acronym in Spanish), the Ministry of Industry and Commerce, and the Dominican-Brazilian Chamber of Commerce, organized a master conference on Metrology and Natural Gas, which was offered by Avelino Marques Costa, a professional with more than 25 years of experience ensuring the quality of this biofuel.

Manuel Guerrero, Director of DIGENOR, said that the conference dealt with the Metrology of natural gas, which is the method used to measure natural gas in an exact manner.  “As we all know,forthe last year the Ministry of Industry and Commerce, under direct orders from President Leonel Fernández, has been using natural gas, whose utilization hasvastly intensified.”

He highlighted that organizations such as DIGENOR must remain up-to dateon these subjects since they are responsible for the standardization and metrology of the products, which is the reason why they organize this type of conferences.

He stated that “one of DIGENOR’sdaily responsibilities, together with Proconsumidor, is to ensure the LPG metrology, its density, and the pounds per gallon.  With regards to natural gas, its use is of great interest for the Ministry of Industry and Commerce.Together we have started a work plan to ensure its quality,” he added.

He expressedhis hope for the conference tohelp strengthen any future work regarding the supply, regulation and consumption of natural gas.He also assured that it counts with the support from diverse sectors to ensure the quality of this biofuel in the Dominican Republic.

Guerrero noted that participants in the conference included technicians, distributors of natural gas, and independent professionals in the hydrocarbon area, to familiarize themselves with the different types of machines, and measuring equipment, that are used to achieve the exact delivery of natural gas.

The issues discussed during the conference are related to the Fundamental Laws of Gas, Elements for Gas Measurement, Types of Measuring Devices, Volume Converters, Odorant Systems, as well as an introduction to the SCADA System.

The president of the Dominican-Brazilian Chamber of Commerce delivered the opening remarks at the conference.

The lecturer, Avelino Marques, is an Electronic and Production Engineer with a post-graduate degree in Quality and Productivity, as well as an MBA in Information Technologies.  He is the Technical Director of the Brasilian company Enelecsa. He has over 15 years of experience working with natural gas, including its regulation, measurement, odorants, and SCADA quality systems.

Attendees to the conference included businessmen dedicated to the installation of natural gas, as well as distributors and bottling company owners, engineers and deans from various universities.  Also in attendance were DIGENOR employees in the departments of Metrology, Standardization, Planning and Development, and Product Certification.
