The Hague, Holland, March 6, 2020 – Dominican Dr. Eugenio Matos, an expert on international relations, recently delivered a Master Conference on public diplomacy in the Spanish Embassy in Ottawa, Canada. Dr. Matos was invited to deliver his remarks by Spanish Ambassador in Canada, His Excellency Enrique Ruiz Molero. Dr. Matos also presented a keynote speech in Montevideo, Uruguay, in 2019 sponsored by the Ministry of Education and Culture, the Law Department of Uruguay University and the Dominican Embassy in that country.
Dr. Matos is the son and grandson of distinguished Dominican legal scholars. His most recent presentation in Canada, titled “Public Diplomacy in the XXI Century,” was introduced by Ambassador Ruiz Molero in an event attended by members of the diplomatic corps in Ottawa, media outlets and special guests. The event was organized by the International Public Diplomacy Council (IPDC), based in Holland.
In his remarks, Dr. Matos included information on the Master’s Program on Public Diplomacy in North America and Europe. He provided references on key authors and researchers from the Elcano Royal Institute, from the “Universidad Complutense of Valencia, Salamanca and Malta, among others.
Dr. Matos discussed the historical evolution, media information techniques, soft and hard power, contemporary cultural diplomacy, state-of-the-art techniques for the organization of diplomatic events, the impact and advantages of media outlets, social media, and his overall recommendations for their successful implementation.
Dr. Matos concluded his brilliant academic presentation based on the cost-effective applied. The event closed with key remarks delivered by Ambassador Ruiz Molero.
Dr. Eugenio Matos is an attorney with a long career in the diplomatic world. He is a graduate from the University of Ottawa’s Legal School, and has studied diplomacy at The Hague and China, among others. He was also a violinist with the Symphony Orchestra of Santo Domingo, and the Den Haag Chamber Orchestra, in Holland.
He has received important international awards, such as the Merit Award in Public Diplomacy, issued by the Law Department of the University of Ottawa, and “Canada’s Ambassadors of the Year Award 2018.¨
Dr. Matos launched his successful career in public diplomacy in 1983, encouraged by the then French Ambassador in Santo Domingo.
