This center will be a place for the integration of the community, promoting the development and social inclusion of men, women and children of all ages.


He added that the First Lady’s Office has planted and harvested fruit in a relatively short time. “These CTCs are raising Dominican society and waking it from a long sleep filled with limitations”.


The first lady, Mrs. Margarita Cedeño de Fernández, opened a new Technological Community Center, CTC for its name in Spanish, in the Municipal District of La Victoria, in Santo Domingo Norte, which will seek to motivate all its citizens to try out new educational activities related to the realm of Information and Communication Technologies, ICTs.

The main act took place in the Center, located on José Soriano street, where citizens gathered to receive the facilities of the new CTC which will help them become competitive in the XXI century, the century of knowledge and information.

Speaking to the public, the First Lady said she felt sure the CTC would be a space for the community’s integration, an engine for the development and social inclusion of men, women and children of all ages.

“Today we are inaugurating a Technological Community Center, that will serve as a platform to launch this community and place it at the top of the country and the world, using the powerful tool that is the internet, which will open the doors to a universe of knowledge and help them develop their potential, be more productive, more competitive and more qualified to fight poverty and take the road towards self-improvement and success” said Cedeño de Fernández.


She stated that she recently opened the Niño Jesús Nutritional Center in this same community, as part of the Instituto Secular Hermanas María de Schoenstatt, to support the progress that this institution has been achieving since 1976 in the education of young children, and in providing nutritional and basic medical services to boys and girls of low income families.


Likewise, she said that as a way of continuing her purpose of promoting progress and wellbeing in La Victoria, the office will go on creating spaces and opportunities that will help overcome poverty and social exclusion, and that will change the perception that the country has of this town.

This is the 75th CTC opened in the country, with the objective of providing Dominicans with access to infinite knowledge through the Internet, the fastest way of communicating with the rest of the country and the world.

The provincial governor of Santo Domingo, Idelfonso Vásquez, expressed that the First Lady, had, with her wise premonition, become a pioneer in the promotion of knowledge as the greatest asset in the nation, building a CTC that is the first step in an important battle for the future of La Victoria.

He added that the First Lady’s Office has planted and harvested fruit in a relatively short time. “These CTCs are raising Dominican society and waking it from a long sleep filled with limitations”.

Also present in the inaugural act were David Pérez, director of Instituto Dominicano de las Telecomunicaciones (Dominican Institute of Telecomunications); Juan Hernández, representative of the district of La Victoria; engineer Arturo Pichardo, director of special projects for Oficina de Ingenieros Supervisores de Obras del Estado (Office of Supervising Engineers for State Projects), and members of the Office of the First Lady.


Boys and girls, ages three to five can visit the room of hope, Espacio de Esperanza (EPES), where they will obtain integrated education that will enhance their cognitive, motor, communication and emotional skills. This program has been approved by the Ministry of Education.


Details of the CTC at La Victoria


This center has an area of approximately 1,925 square meters. The investment was of RD$10,316,521.94. It has a modern network of 30 computers, all with internet access, through which area residents can have access to quality education programs, as well as to books and encyclopedias. It also has a paper library, a reception desk, offices and an information area.

This program has been approved by the Ministry of Education. The center also has a radio station, Radio CTC in FM, that is meant to be a space for dialog, integration and participation.

CTCs enables citizens from the poorest and most distant communities to explore the great advances taking place around the world, and all the possibilities that ICTs offer in order to access a more personalized education, as well as continuous training in various fields which will enable them to find more competitive jobs that will ultimately improve their standards of living.
