The Ministry of Education (MINERD)began the process of comparing prices for the purchase and repair of seats for the next school year, with the participation of micro, small and medium enterprises (MSMEs) nationwide,for an estimated investment of 44 million pesos.


MINERD believes in the local production and in the need for the State to encourage its growth, but micro-entrepreneurs must also meet the requirements established by the law in order to become eligible to participate in the processes of vendor selection.


Carmen Reyes, MINERD’s Legal Counsel, indicated that with this process MINERD complies with the provisions established by Law 340-06 regarding Public Procurement and Contracting, with respect to the treatment that should be given to the MSMEs.

The Legal Counsel indicated that the State, as a major buyer, must take into account the MSMEs in order to stimulate their development and that on this occasion MINERD complied with this procedure by sending special invitations to a considerable number of companies to submit their proposals.


MINERD’s Tender Committee participated in this process by receiving the offers to be evaluated. The Committee is chaired by the Administrative and Financial Vice Minister,Lic. Giselle Féliz; Notary Public Fabián Lorenzo; the Financial Director General Lic. Jesús Dorado; the Administrative Director General Lic. Yuri Rodríguez, Dr. Julio Valerión, and the Director of the Department of Procurement and Purchases, Engineer Carolyn Guzmán.


In this case the office of the Legal Counsel serves as the advisory body in charge of ensuring that all rules and procedures established by law are met during the process. Reyes informed that representatives of the micro, small and medium enterprises also participated in the process by invitation.


“Each company brought a representative to this meeting and so we conducted the procedure in a transparent and public manner. Thus, we were careful in complying with all that the law requires in terms of advertising, and with the principles of equity, participation, free competition and flexibility, which these processes must comply with,” stated the Legal Counsel.


Meanwhile, Carolyn Guzmán said that small enterprises from all over the country participated in the selection of providers.


“MSMEs from the different geographical regions of the country were invited with the objective of encouraging manufacturing and the production methods in all provinces, so that jobs are distributed throughout those regions in an equitable manner to benefit those enterprises,” stated Guzmán.
