The event, created by the artistic entrepreneur Luis Medrano, approved by the municipality and presided over by Roberto Salcedo, seeks to create a precedent in Latin America in the hopes of positioning the city as a tourist destination by featuring its cultural, colonial, folkloric, gastronomic, water and sea sport attractions while also showing off its musical talents that include expertise in various rhythms such as merengue, the bachata, the son, salsa, local groups, tropical rock, reggae, merenhosue and hip hop.
