Secretary of Public Administration Position Created The Executive Power promulgated the Law of Public Function that creates the position of Secretary of State for Public Administration and designated, by decree, Ramón Ventura Camejo to be the first to hold this position. The function of the new law is to regulate work relations of government employees, excluding those holding positions for which they were elected, members of the Central Electoral Council, the Accounts Chamber, military personnel, police and state security employees, among others, according to a press release from the President’s Information, Press and Publicity Office. The law establishes principles that will legislate over public function, such as personal merit, equal access to civil servant jobs, job and career stability, equal pay and the possibility to seek legal redress and protection in the Administrative Disputes Court. The Law of Public Function also stipulates that the office of Secretary will be comprised of Sub-Secretaries of Public Function, Institutional Expansion, Evaluation of Institutional Implementation and the National Institute of Public Administration. According to the law, the institute will contribute to the education and training of public administration personnel and will seek to establish technical cooperation agreements with national and international organizations. Through this decree that creates a Public Administration Secretary, attorney Gregorio Montero was named undersecretary in the area of Public Function while Carlos Monzano was named undersecretary in the area of Institutional Expansion. Engineer Pedro Nivar and Roberto Ovando Prestol were also named, in the same decree, as undersecretaries of Evaluation of Institutional Implementation and Director of the National Institute of Public Administration, respectively. | ||
