Steps to follow to obtain a personal identity card and electoral card. 


First ID card
If you have never had an Identification and Electoral Card you simply have to go to the nearest Identification Cards Center with your original birth certificate printed on security paper. To get an ID for the first time there is no charge.



a.ID Card for a Minor
Minors who have reached the age of 16 years are eligible to receive a Personal Identity Card, which does not qualify them to vote. They can apply for the card at the ID Card Center.


b. ID Card for Adults
Citizens gain the right to vote at the age of 18 years or older.


If you hold a prior ID card for minors, you simply to the nearest ID Center and change your minor’s card for an adult card. No documentation is necessary.

Differences between the ID Card and the Identity and Voter Registration Card.



a) The Identity and Voter Registration Card is considered to be part of category 01 (normal) and is given to citizens who wish to exercise their right to vote.


b) The Identity Card is that which identifies the citizen by his/her special category, 12, 03,04, among other things and who are not allowed the right to vote. Included in these categories are minors, members of the military, police and foreigners.


Change of data


These are modifications we need to make changes in the identity card in the event of changes from the birth certificate. They require the presentation of the original birth certificate printed on security paper. If one is seeking an identity card, they should proceed to the nearest Identity Card Center.


a. First and Last name changes.
Take your original Birth Certificate printed on security paper to any Identity Card Center to get you ID card.
 
b. Date of Birth.
Take your original Birth Certificate printed on security paper to any Identity Card Center to get you ID card.


c.  Change of Civil Status:



1. From single to married:
Once you have been married and your ID card lists you as Single, you must go to the nearest Identity Card Center with your Marriage Certificate printed on security paper.


2. From Married to Single:
In the case of divorce or the death of one the marriage partners, you should go to the closest Identity Card Center with your original Divorce Certificate on security paper and in the case of a death, the original Death Certificate on security paper. 


d. From Civilian to Military:
The change occurs when a citizen becomes a member of a Military or Police Institution. The individual must go to the Identity Card Center for Military Officials which is located in the Junta del Distrito La Feria and take his/her original birth certificate on security paper, and for an identity card, a copy of the ID from the Institution to which he/she belongs. In addition, the applicant should be dressed in the uniform of the institution they represent.
 
e. From Military to Civilian:
When a citizen leaves the Military or Police Institution, he/she must go to the nearest Identity Card Center with an original birth certificate on security paper as well as a Certification of Discharge Papers from the pertinent institution.
 
f. Change of Address:
For this change one only has to inform the officer on duty at the Identity Card Center of the new address and hand in the old identity card with the old address.
                 
g. Occupation:
This requires a copy of the Title of the grade earned at university or technical level  


h. Blood Type:
Copy of the Blood Type Card made in Clinic Lab where the blood type was determined.
